Actualización: Reforma Migratoria 2013

El primer, y más disputado paso a una reforma migratoria pasó a finales del mes pasado. El proyecto de ley de inmigración que fue propuesto por la “Banda de Ocho” (Gang of Eight) ha pasado el Comité Judicial del Senado y está en camino al Piso del Senado. El debate empezara la próxima semana.
     Mientras el proyecto de la ley tuvo unos cambios menores, se mantuvo grandemente intacto como fue originalmente propuesto. Todos los Demócratas y 3 Republicanos en el comité votaron a favor de la ley, y la ley deberá ser vota por todo el Senado a finales de Junio. Hasta ahora, es favorable que la ley sea aprobada por el Senado, pero la Casa de Representantes es otra historia.
    Como sea ahí, recientemente, ha habido unos desarrollos positivos. La Casa prefiere tratar de arreglar nuestro sistema de inmigración pieza por pieza, y quiere empezar por asegurar la frontera. El problema con arreglar el sistema pieza por pieza en nuestro sistema es que lo han hecho por los últimos 20 años y solo ha causado problema- solo un enfoque compresivo a una reforma ayudara. Sim embargo, el hecho de que la Casa de Representantes no está haciendo nada mientras esperan en el Senado es una señal prometedora. Hasta el momento, la Casa ha introducido cuatro leyes por separado que tienen que ver con una reforma inmigratoria, y tiene planes de introducir una quinta ley en un cercano futuro. La mayoría de las leyes están enfocadas en mejorar la seguridad en la frontera y asegurar que los que obtengan cualquier inmigrante que obtenga alivio bajo una reforma no pueda calificar para La Ley de Protección al Paciente y Cuidado de Salud Asequible también conocido como Obamacare.
     Aunque la Casa no está tomando un enfoque compresivo hacia una legislación de inmigración, el hecho es que incluso hablar del problema es una señal prometedora. Va ser un largo verano para una reforma migratoria – asegúrate de estar al tanto de la información mas reciente sobre lo que pasa en Washington. The first, and arguably the easiest step to immigration reform happened late last month. The immigration reform bill proposed by the “Gang of Eight” made it past the Senate Judiciary Committee and is on its way to the Senate Floor. Debate should start next week.
     While the bill underwent some minor changes, it largely remained intact as originally proposed. All Democrats and 3 Republicans on the committee voted in favor of it, and the bill should come up for a full Senate vote near the end of June. So far, it still seems likely that the bill will be approved by the Senate, but the House is a different story.
     There have, however, been some recent, positive developments. The House prefers to try and fix our immigration system piece by piece, and wants to start with border security. The problem with a piecemeal attack on our broken immigration system is that tweaking the system over the past 20 years has actually made problems worse – only a comprehensive approach to reform will work. However, the fact that the House of Representatives is doing anything at all while waiting on the Senate bill is a promising sign. So far, the House has introduced four separate bills dealing with immigration reform, and plans to introduce a fifth bill in the near future. Most of the bills seem focused on enhancing border security and making sure that any immigrant who obtains relief under a proposed reform bill would not qualify for the Affordable Care Act, also known as Obamacare.
     Even though the House is not taking a comprehensive approach toward immigration legislation, the fact it is even discussing the issue is a promising sign. It’s going to be a long summer for immigration reform – make sure to stay informed about the latest going on in Washington.
